Green Point System Supervision and Inspection Project Work Plan of Year 105

Absrtact
The goal of the project is to strengthen the supervision and inspection of Green Point Collection System so as to encourage the development of the system. The specific annual targets are as follows: 1. To supervise the operation of Green Point Collection System and assist EPA in the management of environmental protection platform. 2. To review and revise the legal framework and relevant operation documents of Green Point Collection System, and to provide relevant comments or suggestions of the EPA. 3. Research on the development of Green Point Platform for long-term planning program and outsourcing business strategy. The implementation contents are divided into audit supervision, management and legal system maintenance and policy research as described as below: (1) Audit supervision and management According to work plan and service contract of this project, the supervisory unit shall be in charge of relevant matters of audit supervision and management, and shall specify work contents of different positions and essential elements of work contents. The "Operational Procedures for Audit, Supervision and Management of Green Point System" was submitted to EPA on March 2, 105. The project has been carrying out monthly by executing information checking in order to observe and understand the degree of compliance and gap between plan in advance and actual implementation. The overall result regarding information auditing shows operation of the system is still in line with normality without errors happened on information flow or any other situation. However, information security and operational management should be strengthened. (2) Legal system maintenance A. Provide plan for revision on essential points of supplementary operation This project has adjusted the content of operation rules among subsidy extents and modes, also the Green Point Rules included, further more defined Environmental Protection Activities for application to gather Green Points as reward in purpose to comply with EPA policies. B.Facts to know regarding consumer rights and Q&A Generalize and analyze regular questions and problems regarding consumer rights by gathering opinions of consumer service, review committee and stakeholders through Green Point Platform, and list up document named as Facts to know regarding consumer rights and Q&A to help consumer solve problems. C. Research on the consultation mechanism of dispute regarding Green Points System Plan on concerned mechanism as negotiation or mediation to resolve dispute quickly and fairly when it occurs, and constitute a supplementary relationship between Facts to know regarding consumer rights and Q&A and Green Point Consumer Service System, for the purpose of eliminating crashes impacts upon policies or credibility of EPA. D.Integration of mobile device operations Optimize APP process regarding Green Point System and review existing service functions, economic trends regarding Green Points by improving processes such as account registration application or mobile phone bar code and supplying party development, for account registration, application for mobile phone bar code and the process of home to improve the carrier and provide programs with feasibility to enhance the convenience of registration application and usage of Green Points. E.Cooperate with EPA by supplying relevant legal advices, legal education and training programs and submitting legal documents and attending meetings This project has supplied legal consultation services and attendance of meetings concerning EPA’s Green Point policies. Furthermore, in consideration of opinions raised by stakeholders during contacts negotiation process, relevant contract articles and legal paper works has been written or revised. Besides, training program for EPA’s Green Point Office has been hosted once. (3) Research and plan on policies A.Preliminary observations on the expansion of green transport system This project has checked on existing situation of domestic public transport, and then analyzed, generalized then proposed object lists in purpose of promotion of green transport. Urban bus and Taiwan Railway transport system are suggested as the initial and priority goals as cooperation objects for promotion. The integration of complicated information related to public transport through analysis of electronic tickets has been done, simplifying the mechanism as media among different transport platforms. B.Attract and guide participation of diverse subjects in the program planning The priority goal regarding participation in Green Point System has been decided and adjusted as consumer to be attracted and guided into the system instead of relevant industries as before. Specific methods raised up as Green Product lists, encouragement upon usage of public transportation or promotion about Environmental Protection activities are all chose freely by industries to add Green Points to higher up consumer participation incentives. This program is designed to provide a service with feasibility regarding consultation, contract drifting and Green Points shopping and account opening in purpose to supply green service industries and other industries with social responsibilities, groups the operational procedure to be followed. C.Optimization of Green Point System For the operation and management of the system, two possible modes with feasibility could be distinguished as outsourcing way and transfer way with the goal to help competent authority decide and choose the best way through introduction, analysis, generalizing and comparison, also recent foreign and domestic cases included.
